Are these sentences correct:
1) There was enough proof to believe that he was guilty.
2) There was proof to believe that he was guilty.
3) There was enough proof to arrest him.
4) There was proof to arrest him.
We don't know who the agents of 'to believe' and 'to arrest' are.
