Which are correct:

1) There is a high demand for engineers to design computers.
2) There is a high demand for engineers for designing computers.

3) There is a high demand for dogs to guard houses.
4) There is a high demand for dogs for guarding houses.

Do 'to design computers', 'for designing computers' postmodify 'engineers'? They indicate what kind of engineers are in demand?

Do 'to guard houses', 'for guarding houses' postmodify 'dogs'? They indicate what kind of dogs are in demand?

1 & 3 are standard usage.

Yes, the infinitive phrases here postmodify 'engineers/dogs'.
