Hi. I am marking a paper which has the following sentence '.... the two institution needs to be shut down'. Should it be 'needs' or 'need'? If you can provide an explanation or a reference to why, that would be great too. TIA

It should be: 2 institutions need to be

Need is the plural form of the verb.
