What are the premises of this topic? I'm not sure if I understood it.
Anyway, If you have a lot of problems and you are expected to solve them alone, you can say there is an important problem to deal with than that one. But here, problem of blindness is in competency of doctors and appropriate organizations.
I think you meant by that financing efforts in helping to blind people, which is in different countries may vary.
