"If muggers can be deterred by punitive sentencing, then some of them must be made an example of."

Why is there no object after "... example of" ?

A good question!

This is an example of how in English a phrasal verb (even a relatively complex one such as 'make an example of') can be passivized exactly as if it were a simple, one-word transitive verb.

In such cases, the preposition is retained at the end, just as it would be in a relative clause such as

He's the person that I was thinking of.
