I want to get a tattoo. Which is more suitable?

1. Still; I rise.

2. Still, I Rise.

3. Still I Rise.

Probably 2 though it does depend on your exact intended meaning.

Definitely not 1. I suggest 2 or 3, it sounds and reads more meaningful.
