like a cowboy

a. He was a man tall and strong, riding a horse, like a cowboy, humming a tune.

Does 'like a cowboy' modify 'he' or 'riding a horse'? Is it adjectival or adverbial?

In other words is he like a cowboy or is he riding a horse like a cowboy?

Could conceivably be either, but the comma before 'like' makes the first interpretation more probable.
