I think to build the dams. Also we can make a particular path for the passage of water.
Residential areas should be built some distance far away from the rivers and seas. There should be good safety team to rescue and assist people in the flood destruction because it is natural it can come occure anytime even if we have dams, the high pressure of water can break that so it is better to have full proof security for rescue.
