And to the presence in the room he said,
"What writest thou?"—The vision raised its head,
And with a look made of all sweet accord,
Answered, "The names of those who love the Lord."
"And is mine one?" said Abou.

It starts with a conjunction, the coordinating conjunction “and”. You can discard this for the purposes of structure. The rest of the sentence stands alone: “Is mine one?”

It means of course: “Is [my name] [one of the names of those who love the Lord]?”

It is a simple yes/no question structure like:
- Is rice food?
- Is he tall?
- Are you hungry?
- Are they teachers?

“mine” is a possessive pronoun referring in this case to the previously mentioned or implied “my name”

“one” is a pronoun referring to the previously mentioned “names of those who love the Lord”.
